Access 2002 Run-Time Filter By Form

When I try open a Microsoft Access 2002 application in Microsoft Access 2002 Run-Time, I am unable to use the filter by form button.  I added a toolbar with this feature since the Access 2002 Run-Time does not have the button by default, but it doesn't work.  All the other filter commands work, even Advanced Filter.  Just not the filter by form.  I attempted to use the Microsoft Support suggestion where I created the following function:
Screen.ActiveForm.ServerFilterByForm = True
Screen.ActiveForm.Refresh
DoCmd.RunCommand acCmdServerFilterByForm
and then made a macro to run it, and a button to that macro, but then it gave me run time error '2455' you entered an expression that has an invalid reference to ServerFilterByForm.
I have many forms in this application and need a solution that will not require each of these forms to be updated.
Is there any way I can get the Access 2002 Run-Time Filter By Form to work?
