Background tab missing
After installing SP1, Background Tab is missing in Display Properties. I've tried lotta things: TweakXP, manual regedit, gpedit, command line, which should bring up that tab
[rundll32.exe shell32.dll,Control_RunDLL desk.cpl,,0] but nothig helped so far.

You don't say wether Pro or Home, but I assume it's Pro (gpedit)
does this happen to all users, or just one user?
check in the reg for restrictions

If you have tweak installed you need to enable active desktop or you probably won't see that tab. Enable active desktop via gpedit.msc
User Configuration | Administrative Templates | Desktop | Active Desktop.

This is due to the presence of the key called "
NoDispBackgroundPage".

Change the value of teh above key to "0".
The background tab is now Accessible!!!

Yes, I have WinXP Pro.
This occures to all users, administrator too.
And like i said:
1.User Configuration > Administrative Templates > Control Panel > Display - doesn't help;
2.explorer\desktop\policie s - no restrictions
3.User Configuration | Administrative Templates | Desktop | Active Desktop - enabeling doesn't help too.
4.NoDispBackgroundPage - tried this before too. no help.
This is funny, 'cause this problem occured not to me only. I've installed XP Pro to my friend - same problem.

OK try this (make a registry key):
Open notepad and paste this:
__begin copy----
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Softwar e\Microsof t\Windows\ CurrentVer sion\Polic ies\System ]
"NoDispBackgroundPage"=dwo rd:0000000 0
___End----------------
Do not save the file as text - save as "displbkgr.reg" (with the quotations)
then right-click on file and select merge.
Open notepad and paste this:

BTW you are looking at the desktop tab which contains your background selections? So you are missing the desktop tab from display?
What happens if you uninstall SP1?

I did not try uninstalling SP1, because i did not archive SP1 files.
When i tried system restore, it helped.
But i undid this restoration. I'd like to figure out and fix it manualy, but...

BTW - after using system restore, this tab reappeared, but only in user accounts. in administrator account it still wasn't present

Hmmmm, that would seem to indicate it's in the registry, compare the users keys with the admin/default user keys

Enabling ClassicShell doesn't work.
My thoughts also were about registry, but tried so many things, that now i'm realy confused. Of course, easiest way would be to reinstall XP, and step by step watching when this tab dissapears (i've made a number of changes in registry too, while configuring winXP), so maybe it's my fault, but if i "broke" it - i should be able to fix it too.Also:
Reinstalling Video drivers didn't help (i was desperate :))
System File Check didn't help...

How about regedt32 - check the permissions of administrator at:
HKCU\control panel
HKCU\control panel

Finally, i've found the problem. like shekerra said:

LOL I had it backwards! Well glad it worked for you!
Start > Run gpedit.msc
User Configuration > Administrative Templates > Control Panel > Display
See if Hide Background tab is enabled if so double click to and set it to Not Configured
