How to turn off auto-dialing

Recently, every time my wife starts her computer (a Dell Dimension 4100 using Windows ME) it automatically dials-up and connects to our ISP, Earthlink. It didn't use to do this, and we can't figure out how to turn this auto-dialing off. We use Internet Explorer and Outlook Express v. 6.0, but the auto-dial simply connects without going to either her internet home page of mail window. We are not on DSL or cable, but conventional dial-up to a local connection to Earthlink. Can anyone tell me how to stop this annoyance?

In Outlook Express go to tool, options, connection, and then check the box ask before switching dial up connection
then click apply

then go to start, settings, control panel, internet options, then the connections tab, check never dial a connection

If what war1 suggested doesn't work pls check for unwanted dialers, that might have been downloaded w/o you knowing.

download the following and make a scan of the pc

adaware
http://www.lavasoftusa.com

spybot
http://security.kolla.de

highjackthis
http://www.tomcoyote.org/hjt/#introduction

In some cases the malware can leave some unwanted files to be cleaned manually

If the malware is the case, you can check www.cexx.org
